PDF to Word converts one PDF into an editable .docx document. Text-based files with a straightforward column structure are the best candidates; a PDF stores fixed page positions, so a complex layout cannot always map exactly to Word's flowing paragraphs.
A scanned page may contain one large image rather than selectable characters and can remain an image in the converted document. Applying OCR first and then converting the searchable PDF is a more suitable route when editable text is the goal.
